NORC at the University of Chicago is currently seeking a Senior Research Scientist for our office in Bethesda, Maryland to support project work in the International Projects Department.
DEPARTMENT: International Programs
INPRO was established in 2005, and works on impact and performance evaluations, surveys, and qualitative data collection, among other research activities throughout the developing world. Our research covers a range of sectors including education and training, child and youth well-being, democracy and governance, agriculture, water and sanitation, infrastructure, housing, finance, and health. Since its establishment INPRO has implemented projects in more than 70 countries throughout the world.
Design and direct international evaluation studies (both rigorous impact evaluations and implementation/process evaluations) and research studies that often involve advanced statistical or modeling techniques or mixed quantitative and qualitative methods
Guide analytic activities involving both quantitative and qualitative data
Produce project deliverables and/or review and guide the revision of project deliverables prepared by project staff for technical quality and effectiveness of communication
Manage projects to meet quality standards, deliverable schedules, and budget requirements
Serve as the technical lead and/or project manager on teams comprised of statisticians and survey experts, overseeing and directing their work to achieve research (evaluation) objectives
Mentor junior colleagues to ensure their professional development
Participate in the recruitment of new staff or supervise staff
Play a lead role in proposal efforts by developing and writing the technical approach, developing proposal budgets, managing the efforts of proposal teams, or reviewing proposals for quality
Engage in activities to cultivate clients and build new business relationships
Represent the company's expertise in a specific research or policy area through technical communications, testimony, scholarly publications, and conferences.
Masters' or Doctoral degree in economics, statistics, or other social science
Expertise in the field of international development
Minimum of 9 years' work experience conducting rigorous program evaluations in a variety of developing country contexts
A strong foundation in quantitative and/or qualitative research methods, and demonstrated experience designing and leading research studies
Excellent written and oral communication skills, including experience interacting with government and other high-level stakeholders in developing countries and the ability to translate research to a policy audience
Managerial, leadership, and interpersonal skills to lead inter-disciplinary, cross-national project teams
Fluency in French or Spanish is desirable as is experience in the design and oversight of sampling and data collection efforts in developing countries.
